Alliance City Council voted on February 20, 1990, unanimously to authorize a water distribution study and an engineering design for a new 10 million gallon a day water treatment plant.

The City of Alliance draws surface water from the lower of two contiguous reservoirs, Walborn and Deer Creek, with a total available capacity of 2.9 billion gallons.
