Services

The Engineering Department helps build Alliance. We routinely provide technical assistance and construction services to the residents of the City of Alliance, private engineers, businesses, contractors, other City Departments and government agencies. The City Engineer leads the department under the administration of the Safety Service Director. We not only help design the very roads and bridges of the City, we assist the public with plan requests, drainage problems, interpretation of regulations, and much more.

Constructing the City of Alliance

The Alliance Engineering Department is responsible for overseeing the design and construction the City’s infrastructure improvements. Infrastructure includes roads, bridges, storm sewers, waterways, water lines, sanitary sewers, pump stations, traffic signals, curbs, and sidewalks to name a few. Projects may be designed "in-house" or we may hire Consultants to design larger, more complex projects requiring a lot of manpower. Even these projects that are hired out are reviewed by our staff to make sure the plans follow accepted engineering standards. Typically, designs must conform to the City of Alliance’s standards as well as those of the Ohio Department of Transportation (ODOT) and/or the Environmental Protection Agency (EPA).

Once a project is designed and approved, our department bids the project out, and hires a contractor. Our staff inspects the work daily to ensure that the work is being built according to the plans. We keep track of the amount of work done and approve payments in accordance with the contract.

Private Construction

We recommend that anyone considering private construction work call the Zoning Code Enforcement Officer to determine if your project meets the City’s zoning laws. He may recommend that you come in to meet with him, the City Engineer, the City Planning and Development Director, or all three. Most private construction projects must be reviewed and approved by some combination of the Zoning Department, the Engineering Department, the Planning Commission, and/or the Building Department. For your convenience our department accepts applications for all private work and help guide you through the process.

Just as the Engineering Department oversees the construction of public infrastructure projects, we must also review plans for private projects and inspect the work. We issue permits and inspect all work that is in the Right of Way (R/W) or that which ties into our public waterlines, storm or sanitary sewers. Examples are: Utility excavations in R/W, curbs, sidewalks, and sanitary sewer laterals. Permit applications are available below.

Health and Public Safety

One very important way that we promote health and public safety is by acting as a regulatory agency. We enforce the laws and regulations of Ohio, ODOT, and the EPA, and ensure that generally accepted standards of construction are met. This creates safe roads, watertight sewers, reduces flooding, etc. We sometimes set our own codes, and regulations, as well, when needed to further define construction standards.

 

 

Bridges. The Alliance Engineering Department keeps and inventory of the City’s bridges and performs annual inspections of their conditions.

 

Water and Sewer. We work closely with the Sewer and Water Distribution Department to help provide adequate, safe, and economical water and sewer to the citizens of Alliance. The Engineers set standards and maintains mapping for these utilities. We provide planning, design, construction services, and plan review for water and sewer improvements.

 

Storm Water. We are currently creating and inventory of all culverts throughout the City and will perform culvert condition inspections on each. We have partnered with the Stark County Regional Planning Commission to map all of our storm water system using GPS/GIS technology.

 

Yearly, we evaluate our roads and contract our roadway asphalt overlay and maintenance program. When funding is available, some failing roads get completely replaced as an infrastructure reconstruction project.

 

Traffic signals, signs, and pavement markings. These three key elements for traffic safety are regulated by the Engineering Department. In general, we follow the codes and guidelines of the Ohio Manual of Uniform Traffic Control Devices for determining when and how to use these controls.

 

Records, Plans

Members of the Alliance Engineering Department are stewards for all the records and plans of the City’s roads, sewers, and utilities. Many records must be kept forever due to their importance or their historical significance. We have created a database of those records to help us physically locate drawings, as needed. We look up and sell copies of plans to engineers, individuals, or other agencies, as needed.

Budget

Each City Department is required to submit and follow a budget each year. The Safety Service Director and council must each approve. Engineering is committed to keeping expenditures down. We often take advantage of new technology instead of adding staff.

We also maximize capital improvement dollars through careful and accurate records of work being completed on projects. Close scrutiny allows us to make smart choices on which projects to spend money. We regularly spend extra time applying for grant money for projects. Grants allow us to leverage our money to receive matching funds from the State or Federal Government. Since 2005, our department has secured over $6.5 million of grant money for the City of Alliance for design and construction services.
