MINUTES OF THE DECEMBER 5, 2011
SPECIAL MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 5:30 P.M..
Clerk Yost read the notice of the special meeting.
ROLL CALL: Alan Andreani, Roy Clunk, Phyllis Phillips, and Roger Rhome.
President Benincasa introduced John Bienz of the Green Commission and turned meeting over to him for explanation.
Mr. Bienz explained that the Green Commission unanimously adopted the sustainability plan at their last meeting. Mr Bienz explained that the Commission has met with City Department a number of times to gather information and all Commission members were introduced to Council and all were present with the exception of Joyce Williams.
Councilman Andreani asked who base line inventory was established and was informed by Mr. Mclaugherty that the commission utilized City data and ICLEI software to establish the baseline. Data was used from 2005 through 2010 with some possible missing data from 2008 that may not be necessary. The City appears to be on target to reach a 7% resuction by 2012.
Councilman Andreani asked the commission about “Smart Growth” and curb lawn trees. It was explained that the Green Commission will assume the lead regarding community measures. Revolving loan funds were explained regarding obtaining grants for LED lights and taking the utility savings and put it into a revolving loan fund. The Green Commission will assist with grant fund application.
The plan will be reviewed annually at first and then at longer periods. The next benchmark is 2012 and the goal is a 7% reduction by 2012. The Commission will be inputting the 2011 data.
There was a brief discussion was held regarding support from the new incoming administration and Council. Discussion appeared to indicate ongoing support was there.
Councilperson Phillips credited incoming Councilperson Sue Ryan for her role in starting the Green Commission during her last term on Council.
Commission members question when action may be taking on the pending legislation and were informed it could be at the regular session later tonight or possibly on December 28 or January 5.
ADJOURNMENT: Noting no further business presented of discussed with Council, President Benincasa adjourned the special workshop meeting at 6:15 P.M.
