MINUTES OF DECEMBER 5, 2011
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 P.M. Councilperson Rhome gave the Invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Roy Clunk, Steve Okey, Phyllis Phillips, Roger Rhome, and Larry Thompson.
Motion and second to excuse Councilman Dordea who is out of town. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Motion and second to approve the minutes of November 21, 2011, Regular Council Meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
COMMUNICATIONS: The Clerk noted the following communications tendered to the clerk for Council:
1. Notice of December 5, 2011 Council Work Session.
2. Memorandum from Auditor Knowles RE: November 2011 Municipal Income Tax Recapitulation.
3. Notice from Ohio EPA RE: National Pollutant permits modification
4. Notice from Ohio EPA RE: National Pollutant permits for Grace Community Church.
5. Memorandum from Ohio Ethics Commission for updated 2011 elected officials list
6. List of meeting dates for the Alliance City Council for 2012.

Law Director Andrew Zumbar: Reviewed the WMMT annexation status and noted the delivery of documents by the Stark County Commissioners.
Auditor Knowles: Reviewed the November 2011 Municipal Income Tax and Ordinance 99-11.

SECOND READINGS:
Ordinance 95-11: Introduced by Council as a Whole: An Ordinance adopting the sustainability and climate action plan for the City of Alliance; and declaring an emergency.
Motion and second to adopt: Roll Call: unanimous: ADOPTED
NEW BUSINESS:
Ordinance 99-11: Introduced by Andreani: An Ordinance making temporary appropriations for 2012 for the General fund, Water fund, Sewer fund, and other City funds and authorizing the auditor to draw payments from those appropriations upon receiving proper certificates and vouchers; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rule suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED
Ordinance 100-11: Introduced by Council as a Whole: An Ordinance authorizing the Department of Planning and Development of the City of Alliance to file an application to t he State of Ohio to participate in the Clean Ohio Assistance Fund; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rule suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED
Ordinance 101-11: Introduced by Council as a Whole: An Ordinance setting wages and salaries for elected officials of the City of Alliance; and declaring an emergency. Motion and second to suspend the rules: 4 in favor (Andreani, Clunk, Rhome, and Thompson) 2 against (Okey and Phillips) Motion Failed.
Motion and second to move the next regular meeting from December 19, 2011 to December 28, 2011 to accommodated end of the year business without the need for an additional special meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Motion and second to enter executive session to discuss Collective Bargaining to include Council members and Council elect members, Council President, Auditor, Law Director, Mayor, and Safety Service Director. Roll Call: Unanimous to enter Executive session.

Council re-entered Regular Session at 7:35 P.M.
ADJOURNMENT: Noting no further business to come before this Council, President Benincasa adjourned the meeting at 7:35 P.M.
