MINUTES OF APRIL 19, 2010

REGULAR MEETING OF THE ALLIANCE CITY COUNCIL

  

The meeting was called to order by President Benincasa at 7:00 P.M. Councilperson Thompson   gave the Invocation and led the meeting in the Pledge of Allegiance.

ROLL CALL: Alan Andreani, Roy Clunk, Larry Dordea, Phyllis Phillips, Steve Okey, Roger Rhome, and Larry Thompson present.  

Motion and second to approve the minutes of the April 5, 2010, Regular Council Meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

  

COMMUNICATIONS:

 

The Clerk noted the following communications tendered to the clerk for Council:  

 

1. Memorandum Auditor Knowles  RE: Operational Budget Report.

2. Minutes of the March 17, 2010 Board of Zoning Appeals Meeting.

3.   Notice of April 22, 2010 Downtown Special Events Commission Meeting.

4.  Notice of May 17, 2010 Finance Committee Meeting.

5.  Notice of April 21, 2010 Safety and Judiciary Committee Meeting.

6. Notice from Ohio Division of Liquor Control RE: New License Application for Marc Glassman DBA Marcs Alliance.

 ADMINISTRATIVE REPORTS:

 

Mayor Middleton:  Updated on the status of the 2010 Census Drive and praised the efforts of Mt. Union and Alliance Community Hospital in getting out the returns.  Noted the door to door Canvasing will begin in a few weeks.

 

Safety Service Director Blaser: Reported on MIB concentrations at the water treatment plant.

 

Reviewed Ordinance 28-10; 29-10; 30-10; 31-10; 32-10; 33-10;34-10; and 35-10

 

Law Director Andrew Zumbar:  Addressed the need for ordinance 28-10 and 32-10 and the history and legal issues giving rise to the need.

 

Discussed the need for Ordinance 35-10 and the position it places the City in.

 

Auditor Knowles: Reported on the Operational Budget Report through March 2010.

 

SPECIAL COMMITTEE REPORT: Mr. Fedor of Morgan Engineering discussed the efforts to bring the company back to local ownership and status of the Company.

 

STANDING COMMITTEE REPORTS:

 

Safety & Judiciary: Andreani:  Noted the three liquor permit applications.  Noted the hearing notice on the Ely Street Billiards transfer and addressed the New Walgreens application.

 

Noted the Committee will meet on April 21, 2010.

 

Motion and Second to waive hearing on the Grinders transfer. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

 

Motion and Second to waive hearing on the Luna’s Restaurant application. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

Finance: Okey:  Noted the Committee will meet May 17, 2010 to discuss Fire Department revenue sources.

 

Community Development: Phillips:  Addressed Ordinance 30-10 and 31-10 and had Director Marion address the issues. 

 

Reported that June 17, 2010 has been secured for the Alliance Jobs Summit and Congressman Boccieri has committed to be there.

 

Utilities:  Rhome: No Formal Report  Asked to conduct a workshop meeting to review the water quality report on May 3 @ 9:00 AM prior to the 10:00 AM meeting at the High School

Ordinance 24-10: Introduced by Thompson: An Ordinance accepting and approving the replat of Outlots 621 and 765 Located on South Sawburg Avenue in the City of Alliance, County of Stark and State of Ohio. NO FORMAL ACTION.

 

Ordinance 25-10: Introduced by Thompson: An Ordinance accepting and approving the replat of lot 12184 located  West Milton Street  in the City of Alliance, County of Stark and State of Ohio; and Declaring an Emergency. NO FORMAL ACTION.

Ordinance 29-10:  Introduced by Rhome & Andreani:  An Ordinance ratifying a contract between the City of Alliance and the Alliance Wastewater, Water, Treatment, Water Distribution and Street Department employees association; and Declaring an Emergency.
