MINUTES OF THE DECEMBER 29, 2010

SPECIAL MEETING OF THE ALLIANCE CITY COUNCIL

The meeting was called to order by President Benincasa at 8:30 A.M. 

ROLL CALL: Alan Andreani, Larry Dordea, Steve Okey, Roger Rhome, and Larry Thompson present. 

Motion and second to excuse Councilpersons Roy Clunk and Phyllis Phillips due to being out of town. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

Councilperson Phyllis Phillips arrived at 9:07 A.M.

Clerk Yost read the notice of the special meeting.

THIRD READINGS:

Ordinance 98-10: Introduced by Thompson: An Ordinance to amend the zoning map of the City of Alliance by changing the highlighted area on Exhibit “A” rezoning plat, located in the 300 block on the South side of West State Street from single family residence district (R-1) to mixed commercial district   (B-3) under the Alliance City Zoning Ordinance. NO FORMAL ACTION.

Ordinance 99-10: Introduced by Thompson: An Ordinance vacating part of three unnamed 15 foot wide alleys numbered 1,2, and 3 and a 60 foot wide section of Chestnut street on Exhibit “A” from the West line of Clark Street to the East line of Alley 3 on the South side of West State Street, Clark Avenue, Chestnut Street, and Shunk Avenue in the City of Alliance, County of Stark and State of Ohio. NO FORMAL ACTION.

Ordinance 100-10: Introduced by Thompson: An Ordinance accepting and approving the replat of three unnamed vacated 15 foot wide alleys numbered 1,2, and 3, part of a vacated street, a 60 foot wide section of Chestnut street, and all lots located on the South side of the 300 block of West State Street between Clark Avenue and Shunk Avenue on Exhibit “A” in the City of Alliance, County of Stark and State of Ohio. NO FORMAL ACTION

SECOND READINGS:

Ordinance 105-10: Introduced by Andreani: An Ordinance making temporary appropriations for 2011 for the General Fund, Water Fund, Sewer  Fund, and other City funds, and authorizing the Auditor to draw payments from those appropriations upon receiving proper certificates and vouchers; and declaring an emergency. Motion and second to adopt: Roll Call: unanimous: ADOPTED

NEW BUSINESS:

Ordinance 107-10: Introduced by Andreani: An Ordinance making appropriations and transfers of funds in the 2010 appropriations to provide for necessary expenses and adjustments  and Declaring an Emergency. Motion and second to suspend rules: Roll Call: Unanimous for rule suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED.

Motion and second to cancel meeting set for December 30, 2010 at 8:30 as it is unnecessary. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

ADJOURNMENT: Noting no further business to come before this Council, President Benincasa adjourned the special meeting at 9:09 A.M.
