MINUTES OF NOVEMBER 16, 2009
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 P.M. Councilman Clunk gave the Invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Roy Clunk, Steve Okey, Roger Rhome, Sue Ryan, and Larry Thompson present.
Motion and Second to excuse Phyllis Phillips due to family emergency. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Motion and second to approve the minutes of the November 2, 2009, Regular Council Meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

Auditor Knowles: Reviewed the General Fund Summary / Operational Budget Report as of October 30, 2009.

Motion and second to hold executive session following regular session to discuss collective bargaining agreements including Labor Counsel, Council Members, Council President, Council Clerk, Mayor, Safety Service Director, Law Director, Auditor, Police Chief and Councilman Elect Dordea present. Roll Call: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Properties and Lands: Clunk: No formal report.
Finance: Okey: Committee will meet tomorrow morning to review Ordinance 94-09.
Asking for Ordinance 98-09 be referred to committee of the whole.
Community Development: Phillips: Asking Absent, No report.
Utilities: Rhome: No Formal Report.
Streets & Alley: Ryan: Reported on Street paving project and funding.
Planning, Zoning, & Housing: Thompson: Reported on the November 6 2009 meeting that discussed Ordinance 82-09 and 83-09. Both were favorably passed by the Planning Commission. Committee recommended passage of both Ordinances.
Motion and Second to set Ordinance 82-09 for Public Hearing on December 7, 2009 at 7:30. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
PUBLIC SPEAKS: Larry Dordea of 191 Maplewood Drive spoke campaign promises and the election.
THIRD READINGS: None.
SECOND READINGS:
Ordinance 94-09: Introduced by Andreani: An ordinance directing the deposit of the funds from the extension agreement with First Energy Solutions into the Employee Compensated absences Fund. NO FORMAL ACTION.
NEW BUSINESS:
Ordinance 95-09: Introduced by Okey: An Ordinance authorizing and directing the Director of Public Safety and Service of the City of Alliance to enter into a Contract with the Stark County Regional Planning Commission to provide Housing Rehabilitation technical assistance services to the City of Alliance; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: Unanimous: ADOPTED.
Ordinance 96-09: Introduced by Okey: An Ordinance authorizing and directing the Director of Public Safety and Service of the City of Alliance to enter into a Contract with the Stark County Regional Planning Commission to provide Fair Housing services to the City of Alliance; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: Unanimous: ADOPTED.
Ordinance 97-09: Introduced by Andreani: An Ordinance ratifying a Contract between the City of Alliance and the Fraternal Order of Police part-time Patrolman’s bargaining unit; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension.
Ordinance 98-09: Introduced by Okey, Phillips, and Ryan: An Ordinance to amend section 154.02 of the Codified Ordinances of Alliance, Ohio, relating to the membership of the Water/Sewer Advisory Board; and declaring an emergency. Motion and Second to refer to Utilities Committee. Roll Call: Unanimous for Committee Referral. REFERRED TO COUNCIL AS A COMMITTEE OF THE WHOLE.
Council entered executive session at 7:20 PM with Labor Counsel, Council Members, Council President, Council Clerk, Mayor, Safety Service Director, Auditor, Police Chief and Councilman elect Dordea to discuss collective bargaining agreements.
Council re-entered regular session at 7:49 P.M.
Motion and second to adopt Ordinance 97-09: Roll Call: Unanimous: ADOPTED.
Resolution 99-09: Introduced by Andreani: A Resolution rejecting the recommendations of the fact-finding report concerning settlement of contractural disputes between The City of Alliance and the Fraternal Order of Police Ohio Labor Council Clerical bargaining unit. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: Unanimous: ADOPTED.
