MINUTES OF NOVEMBER 2, 2009

REGULAR MEETING OF THE ALLIANCE CITY COUNCIL

  

The meeting was called to order by President Benincasa at 7:00 P.M. Councilman Andreani gave the Invocation and led the meeting in the Pledge of Allegiance.

ROLL CALL: Alan Andreani, Roy Clunk; Steve Okey, Phyllis Phillips Roger Rhome, Sue Ryan, and Larry Thompson present.

 

Motion and second to approve the minutes of the October 19, 2009, Regular Council Meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

  

COMMUNICATIONS:

 

The Clerk noted the following communications tendered to the clerk for Council:  

 

1. Memorandum from Auditor Knowles RE: October 2009 Alliance Income Tax Recapitulation.

2. Notice from Alliance Toastmasters Club 767 RE: 60th Anniversary Celebration.

3. Notice from Department of Defense RE: Employer support of Guard and Reserve.

4. Memorandum from Mayor Middleton RE: Receipts collected in Mayor’s Office in October 2009.

5. Letter and Documents from the Stark County Commissioners RE: St. Nicholas Annexation

 

Motion and second to receive and file all communications tendered to the Clerk.  MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

 

 ADMINISTRATIVE REPORTS:

 

Mayor Middleton: Absent. No Report.

 

Safety Service Director Blaser: Reported the Mayor is absent due to recovering from surgery.

 

 Reported that Ordinance 82-09 and 83-09 were approved by Planning Commission

 

Reported the MIB concentrations are up significantly in both reservoirs.

 

Reported the Water Treatment plant will be open for public tours.

 

Law Director Andrew Zumbar:  Reported on the process for the St. Nicholas Annexation.

 

Reported on the City has filed a cross-appeal on the Jail litigation.

 

Auditor Knowles: Reviewed the October 2009 Alliance Income Tax Recapitulation.

  

STANDING COMMITTEE REPORTS:

 

Safety & Judiciary: Andreani:  No formal report. Noted Ordinance 94-09 and asked for first reading tonight.

 

Properties and Lands: Clunk: No formal report.

 

Finance: Okey: No formal report.  Asking for Ordinance 94-09 to be referred to Finance Committee.

 

Community Development: Phillips:  No formal report.

 

Utilities:  Rhome:  Reported on the November 2, 2009 Morning Meeting of the Water and Sewer Advisory Board.  Reported on MIB situation and the progress

 

Streets & Alley: Ryan: No formal report. 

 

Motion and Second to set Ordinance 82-09 for Public Hearing on November 16, 2009 at 7:30. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

 

Planning, Zoning, & Housing: Thompson: No formal report.  Will meet November 6 @ 8:30 to discuss Ordinance 82-09 and 83-09.

 

PUBLIC SPEAKS:  None.

 

 

THIRD READINGS:  None.

 

 

SECOND READINGS:  None.

 

 

NEW BUSINESS:  

 

Ordinance 94-09: Introduced by Andreani: An ordinance directing the deposit of the funds from the extension agreement with First Energy Solutions into the Employee Compensated absences Fund. Motion and Second to refer to Finance Committee. Roll Call: Unanimous for Committee Referral.  REFERRED TO FINANCE COMMITTEE.

 

  ADJOURNMENT: Noting no further business to come before this Council, President Benincasa adjourned the meeting at 7:16 P.M.
