REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 P.M. Councilman Ryan gave the Invocation and led the meeting in the Pledge of Allegiance.

ADMINISTRATIVE REPORTS:
Mayor Middleton: No formal report. Differed to Stark County Commissioner Vignos and CJIS Project director Randy Gonzalas to talk about Countywide 911 system and SCOG study. Discussion and presentation on a Countywide dispatch system.
Safety Service Director Blaser: Reviewed Ordinances 31-08; 32-08; 33-08; 34-08; 36-08; 37-08; and 39-08
Law Director Andrew Zumbar: Asked to have Safety and Judiciary Committee review loud party gathering call back ordinance. Stated that a recent incident tied up the entire police department shift and there is some desire to extend the time frame for charging for expense of a similar call at the same location.
Auditor Alexander Zumbar: No formal report.

Community Development: Phillips: No formal report.
Utilities: Rhome Reported on the April 7 Committee Meeting and reported the committee had favorable recommendation on Ordinance 31-08; 32-08; and 36-08.
Streets & Alley: Ryan: No formal report. Reported there is effort to address and prioritize streets to be paved. Also noted there is an increasing problem with concrete paved streets and a method to fix them.
Planning, Zoning, & Housing: Thompson: Reported on the March 27, 2008 Committee meeting to discuss Ordinance 14-08. Addressed some of the concerns and also raised some new ones. Committee is making progress and will continue working on the issue.
Public Speaks: Sheila Strawser of 697 West Florida Avenue, Sebring, spoke as a city Police Dispatcher and Union Representative regarding the Proposed Countywide 911 and dispatching system.
Larry Dordea of 191 Maplewood Drive, Alliance spoke of the work on the SCOG countywide 911 and dispatch system.

Ordinance 31-08: Introduced by Rhome: An Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purpose of purchasing a new pickup truck for the Water and Sewer Distribution Department through the cooperative purchasing programs of the Ohio Department of Transportation or to advertise for bids and enter into a contract with another vendor at the lowest and best price, but for a cost not to exceed $21,000 in any case; and declaring an emergency.
