MINUTES OF THE OCTOBER 15, 2007
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 P.M. Councilperson Andreani gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.
Motion and second to approval the minutes of the October 1, 2006 regular Council Meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

Announced Skate park will officially open October 27, 2007 @ 10:00 a.m. with an opening ceremony.
Announced there will be a Flu Clinic at the Senior Center on November 5, 2007 from 1:00 to 3:00 p.m.
Safety Service Director Blaser: Review of Ordinance 122-07.
Announced that the ODOT paving on East Street is substantially complete with discussion the raising of manholes still needing done and discussions ongoing with ODOT about responsibility.
City Paving substantially complete.
Law Director Andrew Zumbar: Reviewed the 5th District Court of Appeals Opinion RE: Sherry’s Treasures v. City of Alliance Board of Zoning Appeals.
Auditor Alexander Zumbar: Reviewed the Operational Budget Report by Department as of 9-30-07

Ordinance 119-07: Introduced by Andreani and Rhome: An Ordinance authorizing charging cable/video service providers that have obtained a video service authorization or renewal pursuant to the authority of the State of Ohio a Video service provider fee in the amount of five percent (5%) of gross revenues, and authorizing the Safety Service Director to deliver notice of this ordinance to video service providers within ten (10) days of receiving notice of the provider’s intent to offer service in the City of Alliance; and declaring an emergency.
