MINUTES OF THE JUNE 25, 2007

SPECIAL MEETING OF THE ALLIANCE CITY COUNCIL

 

The  meeting was called to order by President Benincasa at 7:00 P.M..  Councilperson Thompson gave the invocation and led the meeting in the Pledge of Allegiance.

ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.

 

Council Clerk Yost read the notice of the Special Meeting and noted its publication in the Alliance Review, distribution to the media, and posting on City Bulletin Boards.

 

MINUTES: Motion and second to approve the minutes of the June 18, 2006 regular meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

 

COMMUNICATIONS:

 

1.         Notice of Public Meeting for Special meeting of Alliance City Council for June 25,    2007.

2.         Notice of Public Meeting of the Planning, Zoning and Housing Committee for July 2, 2007.

3.         Notice of Public Meeting of the Safety and Judiciary Committee for June 29, 2007.

4.         Ohio Municipal League Legislative Bulletin No. 14.

5.         Minutes of the May 15, 2007 Board of Zoning Appeals Meeting.

6.         Agenda for the June 19, 2007 Board of Zoning Appeals Meeting.

7.         Letter from the Alliance Planning Commission RE: Approval of Ordinance 38-07 with revisions.

8.         Letter from Ohio Department of Transportation RE: Contract on East State Street (Rt. 62)    Project.

 

Motion and second to receive and file all communications tendered to the Clerk.  MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

 

THIRD READINGS: 

                       

Ordinance 73-07: Introduced by Ryan: An Ordinance Authorizing and Directing the Safety Service Director and the Law Director to execute a funding agreement with the Alliance Neighborhood Center and the City of Alliance Community Development Block Grant fund for fiscal year 2006 consolidated plan in an amount not to exceed $25,000; and declaring an emergency. Motion and second to excuse Councilmen Okey and Price from voting due to a conflict of interest: Roll Call: MOTION PASSED BY ACCLAMATION OF ALL REMAINING MEMBERS. . Motion and second to adopt: Roll Call: Unanimous: (5 to 0 with Okey and Price abstaining) ADOPTED.

                       

SECOND READINGS:

                       

Ordinance 75-07: Introduced by Andreani: An Ordinance authorizing and directing the Mayor and Safety Service Director to enter into an Alliance Community reinvestment area agreement with James G. Stout, owner of Costal Pet Products Inc.; and declaring an emergency. NO FORMAL ACTION.

 

Ordinance 78-07: Introduced by Okey and Price: An Ordinance to reauthorize and make permanent the First Responder Unit of the Fire Department of the City of Alliance, Ohio. NO FORMAL ACTION.

 

NEW BUSINESS:

 

Ordinance 79-07: Introduced by Andreani: An Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purpose of purchasing two new K-9 vehicles for the Alliance Police Department through the cooperative purchasing programs of the Ohio Department of Transportation or to advertise for bids and enter into a contract with another vendor at the lowest and best price, but for a cost not to exceed $60,000 in any case; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: Unanimous: ADOPTED

 

 

Ordinance 80-07: Introduced by Rhome: An Ordinance authorizing and directing the Director of Public Safety and Service to enter into an agreement to participate in the Ohio          Department of Transportation’s contract for the purchase or sodium chloride; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: Unanimous: ADOPTED

 

Motion and second to conduct an executive session to discuss the labor contracts with council, council president, council clerk, mayor, safety service director, auditor, and Labor Attorney Robert Tscholl.  Roll Call: Unanimous: MOTION PASSED.

 

Council entered executive session at 7:12 P.M. with council, council president, council clerk, safety service director, auditor, and Labor Attorney Robert Tscholl to discuss labor contract issues relevant to Ordinance 63-07.

 

Council returned from executive session to regular session at 8:56 P.M.

 

OLD BUSINESS:

 

            Ordinance 63-07: Introduced by Andreani: An Ordinance ratifying a contract between the City of Alliance and the Federation of United Employees; and declaring an emergency. Motion and second to adopt: Roll Call: 5 to 2 (Okey and Phillips): ADOPTED

 

MISCELLANEOUS BUSINESS:  Councilman Thompson noted that a Resolution for the Parks and Recreation Levy requested by the Parks Board will be prepared for consideration at the next meeting and asked that Council as a whole consider sponsoring it.

 

Mayor Middleton noted that he has consulted with Law Director Zumbar as they attempt to verify the Alliance Neighborhood Center standing to accept HUD grants and funding.

 

            ADJOURNMENT: Noting no further business to come before this Council, President Benincasa adjourned the meeting at 9:05 P.M..
