The meeting was called to order by President Benincasa at 7:00 p.m.

ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.

Council Clerk Yost read the notice of the Special Meeting and noted its publication in the Alliance Review and posting on City Bulletin Boards.

Questions and discussion of a ¼% income tax increase by Councilman Price, Councilman Andreani, and President Benincasa.

Questions and discussion of property tax levies including a safety forces levy by Councilman Okey, Councilman Ryan, and Councilman Rhome.

Remarks by Councilman Rhome as to the Income tax credit reduction proposed and discussion by Councilman Rhome and Councilman Price.

President Benincasa suggestion of a parks and recreation levy with discussion by Councilman Okey, Councilman Andreani, and Councilman price.

Question by President Benincasa as to economic development and annexation with responses and discussion by Mayor Middleton, Director Blaser and Law Director Zumbar. Additional comments as to annexation were made by Councilman Price.

ADJOURNMENT: Noting no further business to come before this Council for the special workshop session , President Benincasa adjourned the workshop session at 7:48 P.M.
