MINUTES OF THE MAY 1, 2006
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 10:45 A.M. in the Alliance High School Auditorium, Councilman Rhome gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.

ADMINISTRATIVE REPORTS:
Mayor Middleton: Report on City receiving award as outstanding Employer Support for Employees in National Guard and Reservists.
Safety Service Director Blaser: Explanation of Ordinance 71-06, 72-06, 73-06, 74-06, 75-06, and 76-06. Update on First responder training that it is in progress in an effort to avoid overtime costs under the current labor contract and medical director has been attained.
Law Director Zumbar: Explanation of Ordinance 75-06 and report on upcoming annexation of Lexington Township property at the Northwest corner of Sawburg Avenue and Parkmont Avenue. Four of Six property owners signed the petition, 1 is unopposed although did not sign and one has been silent.
Auditor Zumbar: reviewed Alliance Municipal Income Tax Recapitulation Report.
STANDING COMMITTEE REPORTS:
Safety & Judiciary: Andreani: Reviewed the April 27, 2006 Committee meeting. Committee recommends passage of Ordinance 44-06. Four ambulance companies addressed the committee and are expressing interest. Committee recommends further review of Ordinance 66-06 by drafting councilmen after discussion with City and County EMA officials.
Finance: Okey: Explanation Ordinance 67-06 amended to 67-06S. Committee passage with changes to section 2 removing language “January 31" and replacing with language “February 21 or second regular council meeting in February, whichever is earlier”.
Community Development: Phillips: no report.
Planning, Zoning, & Housing: Price: Report on April 28, 2006 meeting with the Comprehensive Land Use Steering Committee and progress at addressing the seven pages of suggestions and recommendations. A sub-committee will meet with Mount Union College in near future to discuss additional concerns.
Utilities: Rhome: Recommends passage of Ordinance 72-06 and 73-06. Report of Water Payment/Collection figures in report.
Streets & Alley: Ryan: Received numerous calls of complaints regarding various construction sites. City Engineer was contacted and is addressing these concerns.
Properties and Lands: Thompson: no report
PUBLIC SPEAKS:
Eric Wohlwend spoke regarding unrelated persons living in single family residential housing. Asked council to consider amending the current legislation to look to available bedrooms or square footage of the structure.

Ordinance 59-06: introduced by Price: an Ordinance vacating part of a 17.4 foot alley North of Harrison Street between the West line of City of Alliance Lot 8185 and the east line of lot 8191 in the City of Alliance, County of Stark, and State of Ohio.
Ordinance 66-06: introduced by Okey and Thompson: an Ordinance to improve and update the Alliance Emergency Management Agency; to amend Chapter 165 of the Codified Ordinances of Alliance, Ohio; to amend Ordinance 7-91; and to declare an emergency.
Ordinance 67-06: introduced by Okey and Price: an Ordinance to require the mayor to submit a proposed City Budget to City Council on or before January 31 of each year. Ordinance 71-06; introduced by Andreani: an Ordinance authorizing and directing the Director of Public Safety and Service to submit an application for and enter into a Grant Agreement for Federal Matching funds from the U.S. Department of Justice to provide bullet proof vests for the Alliance Police Department; and declaring an emergency. Ordinance 72-06; introduced by Rhome: an Ordinance authorizing and directing the Director of Public Safety and Service to advertise for bids and enter into a contract for the purchase or lease of with , including installation costs, or renew the existing contract for granular activated carbon at the Water Treatment Plant for a period of three years and such additional optional time periods as may be available; and declaring an emergency. Ordinance 73-06; introduced by Rhome: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purpose of purchasing a new crew cab pickup truck for the Distribution Department through the Cooperative Purchasing Programs of the Ohio Department of Transportation or to advertise for bids and enter into a contract with another vendor at the lowest and best price, but for a cost not to exceed $22,000.00 in any case; and declaring an emergency. Ordinance 74-06: introduced by Okey / Rhome: an Ordinance amending Ordinances 129-05, 64-06, and 65-06 pertaining to rehabilitation of primary and secondary clarifiers at the Wastewater Treatment Plaint to correct an error in the fund from which funds shall be expended; and declaring an emergency. Ordinance 75-06: introduced by Price: an Ordinance reducing the distance requirement of section 743.08 of the Codified Ordinances of the City of Alliance from Two Hundred Fifty feet to a minium of approximately Thirty feet for a new construction on a tract on Westwood Avenue; and declaring an emergency.
