MINUTES OF THE MARCH 6, 2006
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 p.m. Councilman Phillips gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.
MINUTES: Motion & second to receive and file the minutes of the February 21, 2006 regular meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
COMMUNICATIONS:
1. Water and Sewer Department Financial Report for February 2006.
2. Letter from Curt Bungard, City Engineer to Alliance City Council dated February 23, 2006. Re: Planning Commission agenda and minutes.
3. Letter from Steve Okey to Mayor Toni Middleton dated February 23, 2006. Re: First Responder Ordinance
4. Letter from Time Warner Cable to Mayor Toni Middleton dated February 27, 2006. Re: Official notification of new channels.
5. Certified letter from Alliance Elderly, LLC to R. Mark Locke, Clerk of Alliance City Council dated March 2, 2006. Re: notification of construction of a 3 story senior residential development on Liberty.

ADMINISTRATIVE REPORTS:
Mayor Middleton: no report
Safety Service Director Blaser: reviewed Ordinances 29-06, 45-06, 46-06, 47-06 and 48-06; introduced Bob Tscholl, the City’s Labor Attorney –he reviewed Ordinance 06-06 and how it could negatively affect the current negotiations with the City Firefighters.
Law Director Zumbar: reviewed Ordinances 49-06 and 52-06.
Auditor Zumbar: reviewed the February 2006 Alliance Municipal Income Tax recapitulation.
STANDING COMMITTEE REPORTS:
Safety & Judiciary: Andreani: reviewed the Safety and Judiciary Committee meeting and explained why he was the lone descending vote on Ordinance 06-06S; reviewed and spoke in favor of Ordinance 44-06.
Finance: Okey: announced the March 15, 2006 Finance committee meeting to review the annual budget; passed out a letter dated March 2, 2006 to all department heads asking them to submit a revised budget to the Finance Committee reflecting a 2.5% decrease in their budget requests.
Community Development: Phillips: announced a March 10 2006 meeting of the Community Development Committee.
Planning, Zoning, & Housing: Price: no report
Utilities: Rhome: reviewed the Water and Sewer Advisory Committee meeting.
Streets & Alley: Ryan: reviewed the February 28, 2006 Streets and Alleys Committee meeting.
Properties and Lands: Thompson: no report
PUBLIC SPEAKS: Larry Dordea, Alliance Police Chief, 470 E. Market Street- spoke against Ordinance 06-06S and recommended that the Police Department be made the first responders.

Ordinance 06-06S: introduced by Okey/ Price/ Phillips/ Thompson/ Ryan: an Ordinance to create and establish a first responder unit of the Fire Department of the City of Alliance, Ohio. Ordinance 23-06: introduced by Thompson: an Ordinance accepting annexation of the Schopp/Tanner Annexation area to the City of Alliance on application of owners of real estate and declaring an emergency.
Ordinance 29-06: introduced by Ryan/ Okey: an Ordinance to amend Section 509.08 of the Codified Ordinances of Alliance, Ohio to prohibit the playing of loud music; and declaring an emergency. Ordinance 37-06: introduced by Okey: an Ordinance making appropriations for 2006 for the General Fund, Water Fund, Sewer Fund and other City Funds, and authorizing the Auditor to draw his warrants for payment of any appropriations upon receiving proper certificates and vouchers; and declaring an emergency.
