MINUTES OF THE DECEMBER 28, 2006
SPECIAL MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Pro Tem Price at 8:30 a.m. Councilman Andreani gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, and Larry Thompson present.
Motion and second to excuse Councilperson Ryan due to family commitments. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Noted that the President Pro Tem was presiding over the meeting in the absence of President Benincasa who was absent due to family obligations.
Council Clerk Yost read the notice of the Special Meeting and noted its publication in the Alliance Review and posting on City Bulletin Boards.
MINUTES: Motion and second to approve and file the Minutes of the December 18, 2006 Regular Meeting of City Council MOTION PASSED 5-0 (Councilman Price Abstained).

1. Agenda for the December 20, 2006 Planning Commission Meeting.
2. Notice of Public Meeting of the Alliance City Council Sub-Committee 12-28-06 immediately following City Council’s Special Meeting @ 8:30 A.M. in the second floor conference room of the City Administration Building.

4. Minutes of the 12-1-06 Planning Commission Meeting.

Ordinance 142-06: Introduced by Price: An Ordinance vacating a 15 foot North South alley West of Penn Avenue, South of West State Street for a distance of 120 feet, and a 15 foot East West Alley South of West State Street, West of Penn Avenue for a distance of 120 feet in the City of Alliance, County of Stark and State of Ohio.
