MINUTES OF THE APRIL 17, 2006
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 p.m. Councilman Price gave the invocation and led the meeting in the Pledge of Allegiance. ROLL CALL: Alan Andreani, Steve Okey, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.

ADMINISTRATIVE REPORTS:
Mayor Middleton: No report
Safety Service Director Blaser: Explanation of Ordinance 68-06 and Ordinance 69-06.
Law Director Zumbar: updated Council on the lawsuit over a drowning at the Mahoning River several years ago with first round of depositions and site inspection completed; reviewed letter from Canton City Prosecutor on their truancy policy and how Canton’s Ordinance compares with the Alliance statute; referred the matter to the Safety and Judiciary Committee
Auditor Zumbar: reviewed the budget by department report and announced upgrade of the Financial System to remote Purchase Order system is done with all departments now converted.
STANDING COMMITTEE REPORTS:
Safety & Judiciary: Andreani: Reviewing and comparing Ordinance 44-06 to other communities; reviewing Ordinance 66-06 with County and City Officials and hope to review both matters at next committee meeting.
Finance: Okey: Reviewing Ordinance 67-06 at next Finance Committee meetings.
Community Development: Phillips: no report.
Planning, Zoning, & Housing: Price: Next meeting scheduled for 4-28-06 at 8:30 in City Administration Building.
Utilities: Rhome: commended police department and Captain Griffith for good job on weekend drug raids, no formal report.
Streets & Alley: Ryan: Great American Clean up will be focusing on 4th ward this coming weekend and will meet at Regina Coeli School on Saturday morning, Mona Henderson of Keep Alliance Beautiful has information.
Properties and Lands: Thompson: no report
PUBLIC SPEAKS: Matt Miller of 414 Hillcrest Drive, Ashland, Ohio addressed Council to introduce himself as a candidate for Congress and address his campaign issues.

Ordinance 59-06: introduced by Price: an Ordinance vacating part of a 17.4 foot alley North of Harrison Street between the West line of City of Alliance Lot 8185 and the east line of lot 8191 in the City of Alliance, County of Stark, and State of Ohio. Motion and second to set a public hearing on Ordinance for May 15, 2006 at 7:30 in Council Chambers: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS: PUBLIC HEARING SET FOR MAY 15, @7:30 IN COUNCIL CHAMBERS
Ordinance 66-06: introduced by Okey and Thompson: an Ordinance to improve and update the Alliance Emergency Management Agency; to amend Chapter 165 of the Codified Ordinances of Alliance, Ohio; to amend Ordinance 7-91; and to declare an emergency.
Ordinance 67-06: introduced by Okey and Price: an Ordinance to require the mayor to submit a proposed City Budget to City Council on or before January 31 of each year.
NEW BUSINESS:
Ordinance 68-06; introduced by Ryan: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purpose of purchasing a Dump Truck plus Bead for the Alliance Cemetery through the Cooperative Purchasing Programs of the Ohio Department of Transportation or to advertise for bids and enter into a contract with another vendor at the lowest and best price, but for a cost not to exceed $20,000.00 in any case; and declaring an emergency. Ordinance 69-06; introduced by Thompson: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purpose of purchasing Mower for the Park Department through the Cooperative Purchasing Programs of the Ohio Department of Transportation or to advertise for bids and enter into a contract with another vendor at the lowest and best price, but for a cost not to exceed $42,000.00 in any case; and declaring an emergency. Ordinance 66-06: introduced by Okey: an Ordinance accepting the proposed annual consolidated plan for the City of Alliance pursuant to the FY-2006 Community Block Grant Program in an amount not to exceed $702,396.00; and declaring an emergency.
