MINUTES OF THE APRIL 3, 2006
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 p.m. Councilman Phillips gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Steve Okey, Phyllis Phillips, Warren Price, Roger Rhome, Sue Ryan and Larry Thompson present.
Election of Clerk: Motion and second to reconsider the appointment of Clerk from the March 20, 2006 meeting: Roll Call: 5-2 (Andreani, Rhome). President Benincasa asked for nominations. Motion and Second to Nominate Alex Zumbar. Motion and Secont to nominate Gerard Yost. No further nominations heard, nominations were closed and President Benincasa passed out blank pieces of paper and asked all Council members to vote for one candidate. Larry Dordea and Doug Schwarz were asked to count the ballots. Mr. Yost was elected Clerk.

COMMUNICATIONS:
Ohio Municipal League letter regarding the Tax Expenditure Limitation proposal dated March 15, 2006.
League of Women Voters of Alliance Area letter dated March 19, 2006 inviting Council Members to attend Legislative Breakfast from 9:00 to 10:30 AM. on Saturday April 29, 2006 at the Alliance YWCA.
Rural Opportunities Housing Corporation letter of invitation to ribbon cutting ceremony at 1:30 PM. at the corner of Klinger Avenue and Elmside Street, Alliance Ohio for the Alliance Homes II project.

ADMINISTRATIVE REPORTS:
Mayor Middleton: No report
Safety Service Director Blaser: reviewed progress on Arch Avenue project and favorable bids allow continuing the project from 11th Street to State Street. Commended Distribution Department and Police Chief for progress in relocating Repeater system from Alliance Community Hospital's old building to the Clark Street Water Tower effeicently and at a cost of $12,000.00. Explaination of Ordinance 60-06 and Ordinance 61-06.
Law Director Zumbar: updated Council on the lawsuit over a drowning at the Mahoning River several years ago with next step being depositions; noted that Ordinance 66-06 should not be listed as an ordinance but rather a Motion and due to this clerical error Ordinance 68-06 should be listed as Ordinance 66-06.
Auditor Zumbar: reviewed the upgrade of the Financial System to remote Purchase Order system done in house at substantial savings; reviewed web site update projected to be completed by the end of the week.
STANDING COMMITTEE REPORTS:
Safety & Judiciary: Andreani: reviewed the Safety and Judiciary Committee meeting where Ordinances 44-06, 51-06 and 58-06 were reviewed.
Finance: Okey: working on the minutes from the two previous marathon Finance Committee meetings.
Community Development: Phillips: Recognized Apple seed program members in attendance; no formal report.
Planning, Zoning, & Housing: Price: no report.
Utilities: Rhome: committee recommends passage of Ordinance 64-06 and Ordinance 65-06
Streets & Alley: Ryan: no report.
Properties and Lands: Thompson: no report
PUBLIC HEARING: at this time Council proceeded with its 7:30 P.M. scheduled Public Hearing on Ordinance 45-06. President Benincasa made three (3) calls for all those wishing to speak in favor of the Ordinance. Upon hearing no responses President Benincasa made three (3) calls for those wishing to speak in opposition to the Ordinance. Upon observing no responses President Benincasa declared the public hearing closed at 7:33 P.M.
PUBLIC SPEAKS: Cierra Johnson 405 South Linden Avenue - spoke on the need for a skate park and asked about the city's progress at establishing on. Councilman Price updated on the standing and progress at establishing the park.
Larry Dordea, Alliance Police Chief, 470 E. Market Street- spoke about concern over Ordinance 66-06 to update the Alliance Emergency Management Agency.

Ordinance 44-06: introduced by Andreani: an Ordinance authorizing and directing the Director of Public Safety and Service to advertise for proposals for a contract with the City for an exclusive provider to provide emergency medical and ambulance transport services within the City of Alliance and to submit those proposals to City Council; and declaring an emergency. Councilman Okey announced that the May 1, 2006 City Council Meeting will be held at Alliance High School at a time to be announced.
