MINUTES OF THE DECEMBER 5, 2005
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00 p.m. Councilman Combs gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Alan Andreani, Cody Combs, Phyllis Phillips, Randy Pope, Roger Rhome, Doug Schwarz and Jack Weaver present.
MINUTES: Motion & second to receive and file the minutes of the November 21, 2005 regular meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
COMMUNICATIONS:
1. Memo from Alexander Zumbar to Alliance City Council members elect dated November 17, 2005. Re: fund types.
3. Alliance Municipal Income Tax Recapitulation for November 2005.
4. Letter from Mayor Middleton regarding the receipts collected through the Mayor’s office during the month of November 2005 totaling $669,323.77.
Motion and second to receive and file all communications tendered to the Clerk. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
ADMINISTRATIVE REPORTS:
Mayor Middleton: reported that the Ohio Department of Transportation District 4 is holding a Stake holder’s meeting for Rt. 62 on January 5, 2006 at 3:00 P.M. with a Public Hearing to follow at Copeland Oaks; reported on a Alliance Neighborhood Grant Program being sponsored by the Stark Community Foundation, a meeting of interested parties is being held at the Chamber of Commerce on December 12, 2005 at 11:30 A.M. he turned the rest of his time over to Tom Pukys of the Alliance area Development Foundation and Theresa Latanzi of Alliance for Character Training. They reviewed the TRAIN Program.
Safety Service Director Blaser: noted the need for a Special Council meeting the last week of December; reviewed Ordinances 92-05, 118-05, 119-05 and 120-05.
Law Director Zumbar: reported that the Police Chief nor the Law Director’s office have any objections to current liquor license permits; reviewed Ordinances 103-05, 104-05 and 121-05.
Auditor Zumbar: reviewed the Income Tax Recapitulation; reviewed Ordinances 113-05 and 122-05.
STANDING COMMITTEE REPORTS:
Safety and Judiciary: Andreani: reported that the Safety and Judiciary Committee is meeting December 6, 2005 at 4:00 P.M.
Properties and Lands: Combs: no report
Community Development: Phillips: no report
Streets and Alleys: Pope: no report
Utilities: Rhome: reported on this mornings Water and Sewer Advisory Board meeting.
Planning, Zoning & Housing: Schwarz: reported that the Land Use Committee has recommended approval of the new Zoning Code, it will be presented at the December 19, 2005 Council meeting.
Finance: Weaver: no report
PUBLIC SPEAKS: Dino Burson, 1552 Parkway Blvd., Alliance- reported a problem with the paving in front of PTC Alliance. The Safety Service Director will investigate.

SECOND READINGS:
Ordinance 113-05: introduced by Weaver: an ordinance making temporary appropriations for 2006 for the General Fund, Water Fund, Sewer Fund and other City funds, and authorizing the Auditor to draw payments from those appropriations upon receiving proper certificates and vouchers; and declaring an emergency.
NEW BUSINESS:
Ordinance 116-05: introduced by Andreani: an Ordinance to amend the Zoning Map of the City of Alliance by changing all of lot 9967 and part of lot 9966 located on Western Avenue south of West State Street from One Family Residence District (R-1) to Neighborhood Business District (B-1) under the Alliance City Zoning Ordinance. Motion and second to refer to Planning Commission: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Ordinance 117-05: introduced by Andreani: an Ordinance accepting and approving the replat of all of lot 9967 and part of lots 9967 and 9968 through 9970, and part of outlot 630 located on West State Street in the City of Alliance, County of Stark and state of Ohio. Motion and second to refer to Planning Commission: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Ordinance 118-05: introduced by Weaver/ Andreani: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a grant agreement the Governor’s Highway Safety Office in an amount not to exceed $20,000.00 for traffic safety studies and equipment; and declaring an emergency. Ordinance 119-05: introduced by Weaver/ Andreani: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract with GPD Associates in an amount not to exceed $20,000.00 to update the State Route 183 Alternate Truck Route Safety Study; and declaring an emergency. Ordinance 120-05: introduced by Weaver/ Andreani: an Ordinance authorizing and directing the Director of Public Safety and Service to advertise for bids and enter into a contract or contracts for the purchase and installation of mobile data terminals for police cruisers in an amount not to exceed $85,000.00; and declaring an emergency. Resolution 122-05: a Resolution authorizing the Auditor of the City of Alliance, Ohio to establish the Alliance Municipal Court Security Fund and to establish revenue and expenditure codes.
