 MINUTES OF THE MARCH 24, 2003

SPECIAL MEETING OF THE ALLIANCE CITY COUNCIL

The meeting was called to order by President Benincasa at 5:30PM

ROLL CALL: Brant Luther, Mike Ogline, Phyllis Phillips, Mark Roller, Doug Schwarz and Alex Zumbar present.

NOTICE: Clerk Locke was asked to read the Notice of the Special Meeting of Alliance City Council by President Benencasa.

SECOND READINGS

Ordinance 49-03: introduced by Zumbar: an Ordinance making appropriations for 2003 for the General Fund, Water Fund, Sewer Fund and other city funds, and authorizing the Auditor to draw her warrants for payment of any appropriations upon receiving proper certificates and vouchers; and declaring an emergency. Finance Committee made several amendments (replacement pages 9, 19, 23, 34, 50 and 54) and recommended adoption. Motion and second to accept the Finance Committee Report: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. Motion and second to adopt as amended: Roll Call: unanimous: ADOPTED

NEW BUSINESS

Ordinance 51-03: introduced by Alihassan: an Ordinance authorizing the Mayor and Director of Public Safety and Service to negotiate with the Army Corps of Engineers for renewal of an easement agreement for Deer Creek Reservoir and certain surrounding land; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED

Ordinance 52-03: introduced by Zumbar: an Ordinance making appropriations and transfers of funds to provide for necessary expenses and adjustments; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED
