MINUTES OF THE SEPTEMBER 2, 2003
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00p.m. Councilman Roller gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Sammeh Alihassan, Brant Luther, Mike Ogline, Phyllis Phillips, Mark Roller, Doug Schwarz and Alex Zumbar present.
MINUTES: Motion & second to receive and file the minutes of the August 18, 2003 regular meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
COMMUNICATIONS:
Motion and second to receive and file all communications tendered to the Clerk. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
ADMINISTRATIVE REPORTS:
Mayor Middleton: No report
Safety Service Director Blaser: Spoke in favor of 125-03, 128-03, 129-03, 130-03, 131-03 and in favor of Resolutions 132-03 and 133-03.
Law Director Zumbar: requested an executive session at the completion of the regular meeting.
Auditor Carr: no report

Properties and Land: Alihassan: no report

Planning, Zoning & Housing Ogline: motion and second to conduct a Public Hearing on Ordinance 124-03 on October 6, 2003 at 7:45 p.m. in Council Chambers: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
Utilities: Phillips: no report
Safety and Judiciary: Roller: asked for action on 111-03.
Community Development: Schwarz: at the request of council Vince Marion reviewed Resolutions 132-03 and 133-03. Ohio Castings would bring 360 jobs within the first 3 months. The expected hourly rate is $13.00 with an additional $5.00 hourly in benefits.
Finance: Zumbar: spoke in favor of 119-03, 127-03.128-03,129-03,130-03, 131-03, 132-03 and 133-03. Motion and second to go into executive session at the end of the regular meeting. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
PUBLIC SPEAKS: Judge Robert Lavery commended all volunteers and their donations of time and supplies to outfit the new chambers. He and the Clerk of Court will hold an open house for the public on Sunday, November 2, 2003. He went on to say that he needs Security, Maintenance and Custodial staffing as he is tired of picking up the cigarette butts.
Clerk of Court Kevin Ward thanked council for the new filing system. He recognized Tom Warner, Ralph Peti and Becky Wheeler for their assistance when he was injured. He is planning to contract an employee from Ryan Staffing to assist him during his recuperation. He would like to see council fund the wiring for computers in the Law Library and Law Director’s office. He, too, is tired of being the janitor in his department and would like to see the building maintained properly.

President Benincasa called for a recess at 7:50 p.m. for the purpose of an executive session.
