MINUTES OF THE SEPTEMBER 15, 2003
REGULAR MEETING OF THE ALLIANCE CITY COUNCIL
The meeting was called to order by President Benincasa at 7:00p.m. Councilman Schwarz gave the invocation and led the meeting in the Pledge of Allegiance.
ROLL CALL: Sammeh Alihassan, Mike Ogline, Phyllis Phillips, Mark Roller, Doug Schwarz and Alex Zumbar present. Motion and second to excuse Brant Luther: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.
MINUTES: Motion & second to receive and file the minutes of the September 2, 2003 regular meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS.

Stewart, 88 Overlook Dr., Alliance; Colleen Krueger, 111 Overlook Dr., Alliance; Edward M. Schuller, 1624 S. Arch St., Alliance; Mary Schuller, 1624 S. Arch St., Alliance; Nanette Blaser, 1603 S. Arch, Alliance; Ron Jones, 329 W. High, Alliance; Edward Bissler, 188 E. Mill, Alliance.
Jeff Jakmides, 1485 Briarwood Rd., Alliance spoke on behalf of Sammeh Alihassan concerning the article in the Alliance Review regarding the agreement reached in the water plant incident stating that the article went against the resolution. John Blaser responded by saying he didi not feel they had an agreementsince he never received anything in writing from Mr. Jakmides.

Ordinance 122-03: introduced by Luther: an Ordinance vacating part of an east west alley and part of a north south alley east of Center Avenue and South of West State Street. (Approved by Planning Commission 8/20/03). (Public Hearing scheduled at 7:30 p.m. October 6, 2003).
Ordinance 123-03: introduced by Ogline: an Ordinance accepting and approving the replat of part of lot 9895, lots 9896 through 9898, and parts of vacated alleys located at the southeast corner of Center Avenue and West State Street in the City of Alliance, County of Stark and State of Ohio. (Approved By Planning Commission 8/20/03).
Ordinance 124-03: introduced by Ogline: an Ordinance to amend the Zoning Map of the City of Alliance by changing part of lot 9895 and lot 9896 located on Center Avenue south of West State Street from one-family residence District (R-1) to Neighborhood Business District (B-1) under the Alliance City Zoning Ordinance. (Public Hearing scheduled at 7:45 p.m. October 6, 2003).

Ordinance 134-03: introduced by Zumbar: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a Professional Services Contract for surveying services for the City of Alliance Computer Mapping System; and declaring an emergency. Motion and second to suspend rules: Roll Call: 5-1(Alihassan): not enough votes for rules suspension.
Ordinance 135-03: introduced by Zumbar: an Ordinance making appropriations and transfers of funds to provide for necessary expenses and adjustments; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: Unanimous: ADOPTED
