MINUTES OF THE JUNE 16, 2003 REGULAR MEETING OF THE ALLIANCE CITY COUNCIL The meeting was called to order by President Benincasa at 7:00PM. Zumbar gave the invocation and led the meeting in the Pledge of Allegiance ROLL CALL: Sammeh Alihassan, Brant Luther, Mike Ogline, Phyllis Phillips, Doug Schwarz and Alex Zumbar present. MINUTES: Motion & second to receive and file the minutes of the June 2, 2003 regular meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. COMMUNICATIONS: Thank you letter from Citizens for a Better Stark County for City Council’s support of the sales tax. Minutes from the May 20, 2003 Board of Zoning Appeals meeting. Minutes from the June 2, 2003 Water and Sewer Advisory Board meeting and notice of their July 7, 2003 meeting. Agenda for the June 17, 2003 Board of Zoning Appeals meeting. Safety and Judiciary: Roller: absent Community Development: Schwarz: reminded everyone of the visioning workshop on June 30, 2003 at the Alliance Middle School; asked for action on Ordinances 97-03 and 98-03; asked for Council’s support for Ordinance 95-03 Finance: Zumbar: spoke in favor of Ordinances 95-03, 96-03, 97-03, 98-03 and 101-03. PUBLIC SPEAKS: Patricia Reich, 2180 Blenheim, Alliance- spoke against the Ordinance passed by Council concerning large trucks parking in residential areas. THIRD READINGS: Ordinance 76-03: introduced by Luther: an Ordinance vacating part of a north south alley north of Summit Street for a distance of approximately two hundred ten feet, and declaring an emergency. Ordinance 77-03: introduced by Ogline: an Ordinance to amend the Zoning Map of the City of Alliance by changing lots 1962 through 1964, 3923, 3924, part of outlot 218, part of lots 9672 and 11717, and part of an alley proposed to be vacated, located between South Union Avenue and Scranton Avenue and between West Cambridge Street and West Summit Street from Two-Family Residence District (R-2) to Neighborhood Business District (B-1) under the Alliance City Zoning Ordinance. SECOND READINGS: None NEW BUSINESS: Ordinance 91-03: introduced by Ogline: an Ordinance to amend the Zoning Map of the City of Alliance by changing parts of outlots 195, 196, 197, 225, 234, 242, 243, 244 and 245 and part of lot 6736 located in the 1300 to 1500 blocks of South Union Avenue from one family residence district (R-1) and two family residence district (R2) to college district (C) under the Alliance City Zoning Ordinance, and declaring an emergency. Ordinance 92-03: introduced by Ogline: an Ordinance accepting and approving the replat of outlot 483 and part of outlot 485 located on West State Street in the City of Alliance, County of Stark and State of Ohio. Ordinance 93-03: introduced by Ogline: an Ordinance accepting and approving the replat of part of outlot 543 located on West Main Street in the City of Alliance, County of Stark and State of Ohio. Ordinance 94-03: introduced by Ogline: an Ordinance accepting and approving the replat of part of lots 3061 and 3063 located on West Main Street in the City of Alliance, County of Stark and State of Ohio. Resolution 95-03: introduced by Schwarz: a Resolution in support of the creation of the Mayor’s Commission on Children, Youth and Family. Motion and second to adopt: Roll Call: unanimous: ADOPTED Ordinance 96-03: introduced by Zumbar/Phillips: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purchase or lease, including installation costs, of granular activated carbon at the Water Treatment Plant; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED Ordinance 97-03: introduced by Schwarz: an Ordinance repealing Ordinance 69-03 and amending Ordinance 68-01 authorizing and directing the Mayor and Safety Service Director to enter into an Enterprise Zone Agreement with Stark County Board of Commissioners and Robertson Family Ventures LLC and Robertson Heating Supply Co., and declaring an emergency. Motion and second to allow Ogline to abstain due to a conflict in interest: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. Ordinance 98-03: introduced by Schwarz: an Ordinance repealing Ordinance 68-03 and amending Ordinance 62-02 authorizing and directing the Mayor and Safety Service Director to enter into an Enterprise Zone Agreement with the Stark County Board of Commissioners and Coastal Pet Products, Inc., and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. Motion and second to adopt: Roll Call: unanimous: ADOPTED Ordinance 99-03: introduced by Zumbar/Luther: an Ordinance authorizing and directing the Director of Public Safety and Service to enter into a contract for the purpose of purchasing a brush chipper for use by the Street Department through the Cooperative Purchasing Programs of the Ohio Department of Transportation and the Ohio Department of Administrative Services or to advertise for bids and enter into a contract with another vendor at the lowest and best price, but for a cost not to exceed $30,000 in any case and declaring an emergency.
