NOTICE: Clerk Locke was asked to read the Notice of the Special Meeting of Alliance City Council by President Benincasa.

Motion and second to move to New Business: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. (5-0)

Ordinance 109-03: introduced by Zumbar: a Resolution authorizing and directing the Director of Public Safety and Service to file an application with the State of Ohio Department of Natural Resources for the purpose of acquiring grant funds through the Federal Land and Water Conservation Fund Program; and declaring an emergency. Motion and second to suspend rules: Roll Call: Unanimous for rules suspension. (5-0) Motion and second to adopt: Roll Call: unanimous (5-0): ADOPTED
