MINUTES OF THE MARCH 27, 2002 SPECIAL MEETING OF THE ALLIANCE CITY COUNCIL The meeting was called to order by President Benincasa at 5:00PM ROLL CALL: Sammeh Alihassan, Brant Luther, Mike Ogline, Phyllis Phillips, Mark Roller, Doug Schwarz and Alex Zumbar present. THIRD READINGS: Ordinance 24-02: introduced by Luther: an Ordinance vacating part of a north south alley located north of Simpson Street and east of South Arch Avenue in the City of Alliance; and declaring an emergency. SECOND READINGS Ordinance 27-02: introduced by Ogline: an Ordinance accepting and approving the replat of lots 11918, 11919 and part of lot 8161 located on West Main Street in the City of Alliance, County of Stark and State of Ohio. Ordinance 28-02: introduced by Zumbar: an Ordinance authorizing and directing the Safety Service Director and Auditor to pay the sum of #9,385.53 to Norman L. Retterer; and declaring an emergency. Ordinance 31-02: introduced by Alihassan: an Ordinance authorizing issuance of Oil and Gas Drilling and Operating Permits to D. Anderson Corp. for the Alliance High School unit #5D well; and declaring an emergency. Ordinance 33-02: introduced by Zumbar: an Ordinance making appropriations for 2002 for the General Fund, Water Fund, Sewer Fund, and other City funds and authorizing the Auditor to draw his warrants for payment of any appropriations upon receiving proper certificates and vouchers; and declaring an emergency. Motion and second to suspend rules: Roll Call: unanimous for rule suspension. Motion and second to adopt. President Benincasa asked if any Department Heads wanted to speak in favor or against the Ordinance. Police Chief Dordea passed out and reviewed information concerning the Police Department’s budget (attached). He warned that if the proposed budget is passed that the Police Department will have to cut services. Safety Service Director Blaser reviewed the budget and stated he would welcome ideas from other Council members. Comments were received from all Council members. Councilman Ogline asked that Council receive a written monthly report giving year-to-date expenses and revenues by department. Roll Call: 5-2(Alihassan, Phillips). ADOPTED Motion and second to move into Executive Session to discuss personnel issues affecting employment with the following present: Council members, Council President, Council Clerk, Mayor, Safety Service Director, Law Director and Auditor: Roll Call: unanimous to move into executive session.
