MINUTES OF THE DECEMBER 2, 2002 REGULAR MEETING OF THE ALLIANCE CITY COUNCIL The meeting was called to order by President Benincasa at 7:00PM. Alihassan gave the invocation and led the meeting in the Pledge of Allegiance ROLL CALL: Sammeh Alihassan, Brant Luther, Mike Ogline (7:10), Phyllis Phillips Mark Roller, Doug Schwarz and Alex Zumbar present. MINUTES: Motion & second to receive and file the minutes of the November 18, 2002 regular meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. Motion & second to receive and file the minutes of the November 20, 2002 special meeting of Alliance City Council: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. COMMUNICATIONS: Ohio Municipal League Legislative Bulletin # 20 dated November 15, 2002. Minutes from the November 20, 2002 Alliance City Planning Commission meeting. Ohio Municipal League Legislative Bulletin # 21 dated November 25, 2002. Letter from Mayor Toni E. Middleton to R. Mark Locke, Clerk dated December 2, 2002. Re: Re-appointment to Loan Review and Advisory Board of Owner-Occupied Rehabilitation Program. Letter from Mayor Toni E. Middleton to R. Mark Locke, Clerk dated December 2, 2002. Re: re-appointment to Alliance Tree Commission. Letter from Mayor Middleton regarding the receipts collected through the Mayor’s Office during the month of November 2002 totaling $565,331.60. Motion and second to approve the appointments of Logan Thomas to the Loan Review & Advisory Board of Owner-Occupied Rehabilitation Program for a 5 year term expiring on 12/31/07. Community Development: Schwarz: no report Finance: Zumbar: no report PUBLIC SPEAKS: none THIRD READINGS: None SECOND READINGS: None NEW BUSINESS: Ordinance 159-02: introduced by Alihassan: an Ordinance adopting Alliance Codified Ordinance Section 361.01 ET. SEG. "Residential Parking Permit" and declaring an emergency. Motion and second to refer to the Planning, Zoning and Housing Committee. MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. Ordinance 160-02: introduced by Council as a Whole: an Ordinance authorizing the issuance and sale of not to exceed $60,000,000 aggregate principal amount of City of Alliance, Ohio, hospital revenue bonds, series 2002 (Alliance obligated group), for the purpose of financing and refinancing costs of hospital facilities; authorizing the execution of a base lease, a lease, a bond indenture, an assignment to bond trustee, and an assignment of rights under base lease and lease to master trustee, all to secure the payment of bond service charges on the series 2002 bonds; authorizing the execution and delivery of a bond purchase agreement for the series 2002 bonds, and the use, distribution and execution of an official statement in connection with the primary offering and sale of series 2002 bonds; authorizing and approving related matters; and declaring an emergency. Motion and second to suspend the rules: MOTION PASSED BY ACCLAMATION OF ALL MEMBERS. Ordinance 161-02: introduced by Zumbar: an Ordinance making temporary appropriations for 2003 for the General Fund, Water Fund, Sewer Fund and other City funds, and authorizing the Auditor to draw payments from those appropriations upon receiving proper certificates and vouchers; and declaring an emergency.
